Yes it's true
A 2001 New Brunswick speeding ticket paid through 2014 income tax refund.
A speeding ticket issued in New Brunswick was paid through a 2014 fed income tax refund? Rev Canada sent a statement that $ 84.00 was redirected back to New Brunswick government for unpaid speeding ticket? I enquired about statute of limitations and was told there was none for traffic tickets just like murder? Ontario has no reciprocity with New Brunswick and B.C.
H.T.A. is provincial , how does Fed Gov't collect unpaid fines 14 tears later?
What are my options?

You might want to research some NB legislation. I don't think you'll get many here who would know.

They have an agreement with the feds to collect unpaid NB provincial fines. Anyone who files a Canadian income tax return who has outstanding fines in NB will get it deducted automatically. If you don't have a Canadian income tax return, my understanding is that NB will sic a collection agency in your country of residence on you.
They're much more aggressive in pursuing outstanding fines than Ontario.

Statute of limitations is in regards to charging someone. Your situation is simply one of debt collection.
They wouldn't bring an action against you for an allegation of speeding in 2001 but they can and clearly will try to make good on the outstanding conviction and debt. I wonder if the amount deducted included interest.

$84 was deducted from income tax return.
Speeding ticket was issued 2001 or 14 years ago.
The monies sent was done 2 weeks ago.
Why now?
Any recourse?

Cosmic bliss....
You got a fatal error on a ticket quashed and now you were forced to pay a debt from a long time ago that has zero impact on your life.
I wish the Federal Government would deduct income tax refunds from all the people who owe me money.

As for recourse, I don't think there is any at this point. All the options for disputing this ticket would have expired back in 2001.
