“407 Mailing Speeding Tickets Out”

Hi I have been told that the 407 ETR is using their time stamp of when you enter the 407 and when you excite the 407 to see if you have been speeding and have been or will be mailing speeding tickets out from that information. Does anyone know if this was true or even legal?
