The Independent Police Review Act is Bill 103 and it's not a new act in and of itself, so that's why it's not published anywhere. It was just an act to amend the Police Service Act to create the OIPRD and give it some powers to do things that OCCPS used to do.

You can check out Bill 103 here to see exactly what changes were made.
