Why is no speed released, nor a name, and you can bet this unmarked car is not in any impound lot.

The cruiser is at a police impound lot, so you can bet your sweet behind that the constable will not pay a red cent for impound. The constable will do a week of training or administrative duties and not really be affected. Chances are the union will pay for legal representation unless the witnesses for the prosecution are called off for duty elsewhere and cannot make it to court.

What kind of a man would put a known criminal in charge of a major branch of government? Apart from, say, the average voter.
