It means you can't use the road between the signs, for example, con 1 |-----CLOSED------|con 2 can't use that road to go between con 1 and con 2, can be used to go to your home if you live there.

I would got to court with your written traffic plan, signed by your co-workers for the day with them as witnesses, I would think this is sufficient evidence to have this tossed. They are classified as "work Equipment", and so far as I know, (for sure my company) you must have a permit to operate them on roadways etc...

I was recently pulled over for speeding on hwy 11. I was going up hill with cruise on, my truck slowed to about 115kmh when I got to the peak of the hill it dropped a gear and got to 124kmh, I was in the left lane and passed a car, it just so happened to be an unmarked patrol.
