The jurisdiction that issues the license is the jurisdiction you need to deal with to get your license reinstated. I'm sure the letter you received informing you of the suspension should indicate who that is.

I guess it would depend on what was registered on the MTO computers. If the agent gave you a 2020 sticker but entered into the system the expiry is 2019 then you would receive a renewal notice in 2019.

Do you mean driving without a valid license (i.e. suspended license) or driving without having the physical license on their person (i.e. left it at home)?
