Unrelated to your ticket, but this is a huge pet peeve of mine. Keep to the right lane unless you need to pass someone. You should never be passed by vehicles in the "slow lane" (illegal for you) and conversely, you shouldn't pass vehicles to your left (legal, but not a good driving practice).

Were you facing an advanced green arrow along with a circular green for traffic in the same direction? If so, as long as you can prove that you had the advanced green, the HTA does not require you to yield to through traffic - pretty much the only time that left-turning traffic ever has right-of-way over everyone else. 144 (13) A driver approaching a traffic control signal showing a circular flashing green indication or a solid or flashing left turn green arrow indication in conjunction with a circular green indication and facing the indication may, despite subsection 141 (5) , proceed forward...

They don't, especially not in a parking lot. You weren't in a parking space, therefore you were encroaching on the fire route. Same as if you parked on the sidewalk in front of a fire route - just because you are out of the "roadway" does not mean you are not blocking a fire route.

You say you were turning left to go WB - why did you begin the turn with WB traffic still approaching? Were you only fixated on EB traffic and intending to use the centre lane as a merging lane to go WB? If we're going to argue about legal usage of the centre lane, you can't legally drive onto it for the purpose of merging into through traffic because it is a designated turn lane, not a travel lane.

You can't go straight on a left turn lane, however, road markings cannot create a left turn lane. They are advisory only, there mus be a black and white sign designating the lane as a left turn lane.

Which one is what? I don't see a contradiction here. Your valtag expires on your birthday (unless a commercial vehicle), and a new sticker is not valid unless affixed to the plate and vehicle registration, even if you have paid for it already.

Chapter 400 is the traffic and parking bylaws of the City of Toronto. It's not readily available on the internet, but the wording should be:

Where U-turns are not prohibited under the provisions of
(section on prohibited turns), no person shall while operating a vehicle make
such a turn in an unsafe manner and so as to interfere
with other traffic.

The reflective paint isn't new, I remember seeing it at least ten years ago (the earliest I drove in NY). Their big green highway signs are also much more reflective and readable than ours.

I am seeing more of these Botts' Dots being installed, I think the latest batch went onto the 401 near a dark curve. They're indented so the plows should have no problem, at least until the road surface wears but that would be time for repaving anyways.

Didn't Ontario have a reversed colour scheme for road markings a long time ago? White down the centre and yellow for the shoulders.

I blame the paint the MTO uses. They even have a very specific formula to use for road paint, but it's junk compared to what's used nearby in New York State. NYS road paint is actually reflective so it is very clear at night and shows through rain and falling snow.

It is also legal to pass on the right where pavement is of sufficient width, which doesn't make sense to me that lane markings are not a requirement. There is a road near where I live that is notorious for such passes, but with circumstances opposite to yours - the road goes from one lane to two with only minor widening of the roadway, and cars will prematurely jump into the lane that has yet to form. I have to drive down that road right in the middle of the lane (sometimes with a slight weave, heheh) to keep others from trying to pass me; without lane markings, the only requirement I am aware...

And what's commonly called a "distracted driving" ticket in the media is actually referring to the specific charge of "drive - handheld communication device" - driving with a cell phone or similar device.
