He then said the second one, wants to charge me with invalid plates, and fail to notify change of address because the police never actually SEEN me driving on any...

I think I did too, I just paid off my paralegal, and signed the retainer form. Now as far as he says, all I have to do is wait!
Paralegals make things MUCH more easier, although costly, I hope he can do what he says for me.

You cannot file an 11B if you are the cause of the delays. They are only effective if the court itself is making you wait.
