A pedistrian got hit at the crosswalk when i was taking a right turn i tried to take pictures of the scene but was stopped by the police. Do they have a right to do this?

Is it mandatory to get a ticket when a pediatrian gets hit at a crosswalk?

i was making a right turn a pedistrian came running across and got struck on the crosswalk there was no injuries though she was taken to the hospital to be checked. I was tickected for fail to yield what are my options
