The law says that on a right turn you turn into the rightmost lane, and the car in the other direction turning left should go into the leftmost lane, so you should be able to turn simultaneously without an issue. I always turn left when oncoming traffic is turning right in this situation if there's no through traffic, and frequently encounter people like you who feel they can turn into either lane, but the law is clear you only have the right lane.

I'm not sure what the law would say, but for insurance purposes the car making the u-turn would be 100% at fault (see section 19):

You say the school bus was just about to stop. If it wasn't stopped, there isn't an issue: "Every driver or street car operator, when meeting on a highway, other than a highway with a median strip, a stopped school bus that has its overhead red signal-lights flashing, shall stop before reaching the bus and shall not proceed until the bus moves or the overhead red signal-lights have stopped flashing." You only have to stop for school buses that are stopped. I've seen many rolling to a stop with the lights on and arm out on country roads, sometimes still at relatively high speeds.

This is a pretty well known issue for Ottawa drivers. In Ontario you'll often just get a warning and be told to bring in your updated registration as proof, with no fine levied. Even if there is a fine, I believe it's around $80. But on the Quebec side, their police are notorious for scanning every Ontario plate, looking to hand out a $500 fine, no warnings, no leniency. I heard about this when I moved to Ottawa 20 years ago, and am always very careful about my stickers because of it. As for how to deal with it, I've never heard of anyone beating this charge. Though legal, I don't really see the wisdom in passing with a double solid yellow even with clear visibility in that most other drivers driving at the speed limit do not expect to be overtaken and that could cause an issue in itself. Well, as I said I've been doing it for many years, and nobody has done anything even remotely dangerous as a result of being surprised. If the markings realistically indicated the ability to safely pass, I would be happy to follow them, but oftentimes they are clearly wrong. I do this frequently myself. What section and subsection is cited on the ticket? I've scoured the rules of the road looking for a section that would apply. Yes, if you will be driving it you'll want to be down as principal. Since you'll only be driving it occasionally, and not to work every day, they'll list it as 'pleasure only', which will result in lower rates. They should do this automatically if you explain the situation to them.

And for the insurance, I won't tell them anything. It's possible they might find out through a spot check, but until then, I'll just keep my mouth shut and when the next renewal comes, if I still need to use the car, we'll renew the insurance. I might even get my mother to call and put me on as an occasional driver, but part of me is saying to just avoid speaking with them as much as possible.
