The law says that on a right turn you turn into the rightmost lane, and the car in the other direction turning left should go into the leftmost lane, so you should be able to turn simultaneously without an issue. I'm not sure what the law would say, but for insurance purposes the car making the u-turn would be 100% at fault (see section 19):

This is a pretty well known issue for Ottawa drivers. In Ontario you'll often just get a warning and be told to bring in your updated registration as proof, with no fine levied. Though legal, I don't really see the wisdom in passing with a double solid yellow even with clear visibility in that most other drivers driving at the speed limit do not expect to be overtaken and that could cause an issue in itself. I do this frequently myself. What section and subsection is cited on the ticket? I've scoured the rules of the road looking for a section that would apply. Yes, if you will be driving it you'll want to be down as principal. Since you'll only be driving it occasionally, and not to work every day, they'll list it as 'pleasure only', which will result in lower rates. They should do this automatically if you explain the situation to them.

And for the insurance, I won't tell them anything. It's possible they might find out through a spot check, but until then, I'll just keep my mouth shut and when the next renewal comes, if I still need to use the car, we'll renew the insurance.
