Thanks for the reply. Just to clarify, the HTA doesn't mention anything specifically about the following behavior (red car), so long as it isn't done in a dangerous manner?

Hard to say from that point of view. It certainly appeared like you had more then enough time to safely stop regardless if the light was amber or red. Did you actually receive a ticket? It's pretty easy to tell looking at the photos on the ticket since it shows the position of your car at the time ...
