I'm of the same opinion as jshrek and argyll.
The car filming was ahead of the white van as well. The impact spot is very telling as to who was able to prevent the collision.
As well the white van did not remain in their right lane when turning.

Thanks Stanton: I was unaware that the law no longer requires the little white sticker on the ownership. I spend a considerable amount of time year over year updating my vehicles to have that little white sticker on the back. Now I can completely ignore it altogether.

This happened to my friend's daughter. No other cars involved and she struck a guard rail. The province sent her insurance a bill for the damage so they found out.
