Illegal Right Turn

I made a right turn but was confused by the sign at the time. It was early morning saturday. The sign didn't make sense to me because of the layout. I've posted the sign here:
http://www.flickr.com/photos/47397686@N07/4346923916/ There's a bolt obstructing the word "anytime" it almost seems unimportant covered by this. While driving and figuring out what the top portion says as I'm about to make a turn I didn't have time to figure out the bottom half.
Could this hold up in court?

Well, the 1-st thing to do is to file "Not guilty" with "Officer present". Also, send a letter asking for a speedy trial. This is in Toronto, right? You have a good chance that:
A. Cop does not show up
B. Your court date is more than 10 months away, and you can get the ticket stayed based on the unreasonable delay
C. Disclosure provided to you may be incomplete (make sure to ask for the copy of the by-law that placed the sign there)
D. A prosecutor can cut you a good deal

Yet another issue to be debated is that the "no right turn on specific times" is AFTER the intersection. One would assume that the sign should be posted in advance of the intersection. Bear, is there a regulation for that?
