Is This Still Valid If Its A Lane Change First?

HI.

I received two tickets: improper right turn and unsafe lane change.

the story:

I was making a lane change, to enter a shoulder lane to make a right turn. I did signal, did check blind spots but still failed to SEE A BUS

so i cut off the bus, we did not have direct impact. but because the bus is full of people, and someone got hurt, i did get the ticket

I make the lane change after both my car and the bus fully stop. and then turn right

can i argue that the unsafe lane change is valid but the improper right turn is not because i was not making a right turn?

please help.

thanks guys

The facts to support the unsafe lane change seem clear, but I can't tell from your post what are the facts that are alleged to support the improper turn. You may want to request disclosure to see what evidence the officer has in support of the improper turn charge.
