Left Turn

I need clarification on improper left turn on a highway or two lane road.I was told before you make your left turn you must allow traffic behind you to pass on your left.If you make a left and are hit by a car behind you it is your fault.What
is the article of the act to clarify this turn.Thanks

It would be section 142 of the HTA.
before turning to the left or right at any intersection or into a private road or driveway or from one lane for traffic to another lane for traffic or to leave the roadway shall first see that the movement can be made in safety, and if the operation of any other vehicle may be affected by the movement shall give a signal plainly visible to the driver or operator of the other vehicle of the intention to make the movement.
While the HTA places the turning driver at fault, you should note that under insurance fault determination rules both drivers are assigned equal blame. It's under section 10(6): http://www.ibc.ca/en/car_insurance/docu ... -rules.pdf
