To Many People, Not Enough Seatbelts

Hi I was going out to lunch with some friends on a sunny day last week and made the dumb choice to squish one extra person in the back. I was caught and pulled over the police officer was very nice about it and thought she was going to let me off with a warning or small fine. She came over and said its a serious crime to not wear your seat belt and gave me a $240 ticket. The ticket said " Passenger fail to occupy position with seat belt" do you think it should have been that high? Just wondering!

Just to clarify, were you the driver of the car with the extra passenger or a passenger?
