How Police Determine If You Did Not Wear Seat Belt Properly?

For some reason, I was pull over by a police, at that time my 9 years old daughter sit at back seat with seat belt on. The police said when he checked the car, my daughter was kind of laying on the back seat and gave me a ticket which say "passenger under 16 is not properly wear seat belt". This ticket will be $110 fine and 2 points.


Anybody know how to fight this ticket? How a police can determine you are not properly wearing a seat belt?
