How Is The Fine Amount Decided For"amber Light Fail To Stop"

I got a fine of $180 (total payable) for "Amber light fail to stop".

I feel that the amount is too high for something that happens in split second and is unintentional.

My question is how is the fine amount decided for such offense.

The offense is as per Section 144 (15) of http://www.e-laws.gov.on.ca/html/statut ... .htm#BK219

Thanks for any help.

The fine is defined by the Provincial Offences Act and can be changed as a result of government decision.

PS- I would hardly call any amber light a 'split second' decision unless there is not enough attention being paid to the automatic traffic signal.
