Stop Signs At Shopping Plaza

So today I was at a shopping plaza and I noticed that there was a lady in uniform with a note pad hidden away, overlooking a stop sign. I am not sure if she was a police officer or just a security it was fairly dark out. Of course, I noticed her and I made sure I came to a complete stop, but my question is:


Are there officers who camp out at shopping plazas? And if there are and they were to issue a ticket for failure to stop for a stop sign, how would that were to happen because all she would have is a car's licence plate?

My understanding is that shopping mall parking lots are private property and, therefore, are not subject to the Highway Traffic Act. I suspect you saw a security guard, but exactly what she was doing noting license plate numbers is a mystery to me.

Whatever the reason was for her to be there, it's not for what you're thinking.
