§199(1) of the HTA stipulates that every person in charge of a motor vehicle who is involved in an accident shall report the accident forthwith to the nearest police officer and provide the information as required if the accident results in damage to property[/color] apparently exceeding an amount prescribed by regulation. As per §11 of Regulation 598 under the HTA – R.R.O. 1990, for the purpose of the subsection 199(1) of the HTA, the prescribed amount of damage to property is $1,000. Can any expert explain the "property" under subsection 199(1)? Does the "property" mean both victim's and perpetrator's property?

Yes it means any and all vehicles and other property. So as long as there's $1,000+ damage in total, you must report.
