Careless Driving - Rear Ended Another Car

I had an accident at around 6:30 in the morning, it was wet and dark and i was driving straight, then I saw a parked car in front, and i could not go into the left lane due to immense traffic and as i braked due to the slipperiness , there was no opening on the left lane. so i hit into the parked car. The fee written on the offense notice was set fine: $260 and the total payable was $400 is that correct i read somewhere else where the fee is $490 so I can fight the offense with that. Responses please totally shocked right now.
