School Bus At 4 Way Stop Sign Intersection

Hi there. I'm confused about this situation and would like confirmation if I'm right or wrong please.


I made this crude image to show what I think is legal and not legal in this situation but I would like confirmation from someone that knows for sure. This is at a 4 way stop sign intersection. As long as the car driver does not pass or overtake the school bus, than he is not doing anything illegal. Am I right or wrong? If I'm wrong can you please tell me why I'm wrong and where in the HTA it describes this particular situation. Thank you.

You are correct. However, when a bus starts spilling out kids and they end up everywhere, you probably wont have much a choice either way.

I've done that once, bus just after a 4 way, I turned right just before the bus, but, no kids where coming out of the bus
