Cop violates HTA 158 and then forces the driver to move so that he can then (presumably) violate HTA 128. Is there any way for citizens to charge police officers under HTA? I see this sort of thing all the time.

If the "slow" car was traveling at the speed limit he should have moved right back over behind the cop.

Ok my mistake I guess I didn't look that close. If it was on an Ontario highway it would be HTA. Incidents like this still happen here all the time.

That would also be illegal: Failing to keep right except to pass (which is true in almost every US state as well). Doesn't matter if he's at the limit; if he's not passing, he's not allowed to be in that lane.

If I was in the Honda I would of nailed the brakes with the cop tailgating like that.

That's a great idea. He gets charged for Following Too Close, and you get charged criminally for Dangerous Driving. People who brake-check other drivers and cause crashes usually get charged criminally, and get convicted. But, since it was in the US, instead of Dangerous Driving, they'd probably use a charge like Reckless Endangerment or Reckless Driving. In some states, brake-checking another driver is a separate charge on its own.

If I was in the Honda, that situation wouldn't have happened at all, because I don't cruise in the passing lane.

IMO if a cop car is behind you and is obviously trying to get you out of the way (while you are also in the fast lane and doing minimum speed limit) , then MOVE the HELL OVER! Whats wrong with you seriously I would ask lol? Haha I find this video hilarious tho. I would do the same if I was in the Cops shoes..
