I do not deal with ORV on 400series hwys, but here is what I found with a quick search...

Off-Road Vehicles Act (ORV)

Definition of a "off-road vehicle" means a vehicle propelled or driven otherwise than by muscular power or wind and designed to travel,

(a) on not more than three wheels, or

(b) on more than three wheels and being of a prescribed class of vehicle

Off-Road Vehicles Act (ORV) Ontario Regulation 863

3. For the purposes of the definition of "off-road vehicle" in section 1 of the Act, the following classes of vehicles are prescribed:

1.2 Vehicles designed for utility applications or uses on all terrains that have four or more wheels and a seat that is not designed to be straddled by the driver

Check out this site for the area and where you can/ can use the ORV

Not being familiar with the fire access roads it would come down to if they are considered a highway. If so you'd be looking at $110.

Section 2 of Regulation 316/03. You can look it up on E-laws if you like.
