Illegal Left Hand Turn Accident Fine

I was in an accident making an illegal left hand turn in 2009.I was unable to pay the 110 dollar fine as am on disability.i now have the money saved to pay the fine.Do I go to local courthouse ( Ontario) pay the fine.will there be a lot of interest on the fine and will i be able to get my licence reinstated without having to take written and driving test again and is it expensive to get it reinstated.

I don't believe there is any interest on fines, but you will be required to pay a $150 reinstatement fee.
If you've only been without your licence for 1 year, you'll probably only need to take a vision test to get your licence back. Here's a link to the DriveTest page that lists all the steps: http://www.drivetest.ca/en/license/Fee.aspx
