Are Hta Offences Considered Civil Or Criminal?

Are HTA offences considered civil or criminal?
I know they use the term quasi-criminal but not sure exactly what that means.
For example driving while talking on cell phone is not a criminal offence so does that mean its considered a civil procedure?

They are not civil or criminal, they are provincial laws.

How can they be neither civil nor criminal?
They have to be one or the other don't they?

No. At best the HTA could be considered quasi-criminal. It bears some similarities to Criminal law, but as said above it's Provincial law.

No, these are what are known as provincial offences and their enabling legislation in Ontario is the provincial offences act. Provincial offences are heard in provincial offences court and these courts have procedures that differ from both civil and criminal courts.
