No it takes place in the jurisdiction where the offense took place.

I reckon you're mistaken, OPS - change of venue can be had - for the right reason(s).
Change of venue is only granted in extremely rare circumstances where the defendant can't get a fair trial in the jurisdiction where the offence occurred. Usually this only happens with jury trials where the jury pool in the area is considered too biased, usually due to the trial being a high profile criminal case. I've never heard of change of venue being granted for a traffic ticket, at any rate living too far away from the court house would not be considered a good enough reason.
Yes our great un-justice system again favors police/prosecutor in the matter of venue.
I have driven 5 hours one-way to go to court (and win).

Mine is like 4 hours of driving one way. And won the case.
I found out the relationship between the police and prosecutor and everyone that are there local are very good. If we are really going for a full blown case, those who are outside have very great disadvantage to begin with. It might be a good reason to change court location eh.. That will have different prosecutor?! And clerk.
