Speeding And Drive With No Licence

This may be a stupid question, however........

Regarding a traffic offence. Ontario Highway Traffic Offence.

How can you convict a person charged with speeding, fine them and add 6 demerit points, when they have also been charged with "driving with no licence" and do not currently hold an Ontario Drivers Licence?

Is this permitted?

Where is the law on this?

Is there case law on this topic?

When you are convicted in Ontario and do not hold a Ontario drivers license an Ontario DL Number is generated for that person to track it.

So a number is generated with the addition of points from the conviction. So when the person does obtain a licence, the points are automatically added to the licence? Is there any kind of time frame for this, or does it sit there forever?

Demerit points remain on your record for two years from the offence date.
