Handicap Permit

My dad got a ticket for misusing a handicap permit and got the permit confiscated. The permit is my mom's who leaves it on my dad's dashboard. My dad doesn't remove it from the dashboard but he doesn't park in a disabled parking spot. He got into a dispute with the officer over the confiscation of the permit. Is the fine legit considering he displayed it without actually parking in a handicap spot?

Did this happen in Toronto by chance?

If he wasn't in a space designated for handicapped parking, he may have a case. The presence of the permit would be irrelevant.

Thank you both! The video was very helpful. It did happen in Toronto. We're from Kitchener Waterloo so we didn't know such laws even existed. It's a bit frustrating because there was another disabled person in the car as well and we didn't even park in a handicap spot. He's going to fight it and see what happens.
