Here is one obscure parking signal around Toronto. Which one does it mean?
A) Parking is prohibited between 8:30am and 4:30 pm during July and August while Monday and Friday are exempted.
B) Parking is probihited between 8:30am and 4:30pm while Monday to Friday in July and August are exempted.
C) Parking is probihited between 8:30am and 4:30pm while Monday and Friday in July and August are exempted.
D) Parking is prohibited while Monday and Friday between 8:30am and 4:30pm during July and August are exempted.
E) Parking is probihited while Monday to Friday between 8:30am and 4:30pm during July and August are exempted.

I don't know if it's all that obscure.
It's no parking 8:30pm to 4:30pm (Monday to Friday) except during July and August, where you are free to park.
It's most likely beside a school where there is a runoff from available spots in the parking lots or where students pay for parking.

While I agree with bend's interpretation, as a computer programmer I can see how there are challenges with interpreting the logic based purely on reading the sign
There may be regulations which inform us on how to read the sign, of course.

I'm sure the intention of the sign is as Bend has suggested, but I can see how it could easily be confusing. It would probably be better if the text were:
8:30 AM - 4:30 PM
MON - FRI
SEPT - JUNE

The problem is why the word EXEMPT is inserted between Jul& and Mon Fri. If the exact meaning is answer B, why does not the word EXEMPT apprear just after 8:30am-4:30pm?

I don't think anybody's claiming that the answer is B.
In fact, I don't think any of your options reflect the true (intended) meaning as bent said.
F) Parking is prohibited (between 8:30 am and 4:30 pm from Monday to Friday), except during July and August, during which there is no prohibition.
As I said above, the logic of getting there is a bit convoluted.
Did you actually get a ticket or is this just a thought exercise?

It is true that I got a parking ticket there. Not only me. Some others also complained this parking signal led to different meanings.
