They wont listen to you on a speeding ticket, they want the money. Best thing to do is point out you have very little disposable income and you need your car for work or whatever. Get that fine down as far as possible by pleading poverty if neccesary and if that is close to the truth.

Yes Simon.... and there is a question insofar as 'vehicle owner' also because how would one determine who the owner actually is if the car is not registered ? It would seem that only if car is registered the 'owner' can be identified as such. For example .. what if a group of people owned it jointly...

PS. I dont see how someone can be suspended (unless by hanging ;-) ) A licence to use can be suspended from use. And a determination that someone be prevented from Driving (even without having applied for a licence) could be in effect. But a man/woman cannot be suspended only a licence.... thats why...

If you serve the notice for disclosure with Registered Mail they cannot dispute the proof of your request. You should not proceed without full disclosure and you can get it dismissed if they continue to disregard your rights.

Yes I suppose it is beating a dead horse in a way. But whilst you do in fact INFORM the Ministry that you have bought a car and have equitable ownership in it, you are now submitting the title to them (Ministry/Crown.) I see what you mean... but the suspension ticket would be the one to give if licence was not expired. When something is expired it is not in effect/dead/not valid etc.....
