WINDSOR, Ont. -- Police suspended a mans licence, impounded his car and charged him with stunt driving Saturday after clocking him doing 95 km/h over the speed limit on E.C. Row Expressway.
A traffic enforcement officer was parked with a radar gun in the centre median on E.C. Row at Jefferson Boulevard around 12:50 p.m. He saw a black Chevrolet Cobalt headed east at a "very high rate of speed."
The officer clocked the vehicle at 195 km/h. The speed limit is 100 km/h.
He followed the car as it left the expressway, then pulled it over as it started north on Lauzon Road.
The 22-year-old driver is facing a charge of performing a stunt on a highway  speeding.
Police suspended the mans licence on the spot for seven days and impounded the car, also for seven days.

A Chevy Cobalt doing 195 km/h? Doesn't compute. Must have been going downhill with a tail wind.

You are very unaware my friend.
Although this article doesn't give the details, I guarantee you this was a Cobalt SS 2009 or newer, it is probably the best sleeper car under 30k you could buy (discontinued, replaced by the Chev. Cruze)
Go do a google search on the powertrain of the 2010 cobalt ss turbo, and the lap times recorded on the N¼rburgring in Germany, the cobalt ss was smoking cars from audi, mitsibushi, porshe, mercedes; MSRP of 10-20k more than the stock cobalt.
260 "base/stock" horsepower which is easily increased with the GM approved stage kits.
270 pounds of tq
This car was no joke... Best of all the majority of people have no idea GM ever upgraded this car in 2009, so when people here chev cobalt they think of the shitbox cavalier redesigned.
This car is capable of reaching speeds 260km/hr +
Now you know why someone was caught doing this;
The problem with this situation and car is you get kids who CAN afford the financing of the car, because its only 22k brand new, but then have no self-control to take it to the track rather than an open highway.

AND THAT explains the insurance quote I just got for such a car, which was more than even an Infiniti, convertible Eclipse, etc etc.
Even the older Supercharged ones were nothing to spit at, no 260 but still decent.
Apparently your theory is correct, and Insurance companies have acted on it.

Exactly, no one knows about this cobalt ss 2009+.
Someone in a BMW, G35 or AUDI rolls up on this cobalt and laughs when they rev the engine but then gets spanked and assumes the car has 20k+ of mods when it is actually bone stock and just simply out performs a lot of very expensive cars mid-range sports cars.
You have to look at the overall cost though, is the increased purchase and maintenance price of a BMW/infinity worth the savings on insurance?
