Does anyone know anything about the legality or illegality of jamming Lidar in Ontario?

Yup, it's a no no, same as radar detectors.

Re: Lidar Jamming Legality
It's covered under section 79 of the Highway Traffic Act. It prohibits speed measuring warning devices, which are defined as anything designed to detect and/or interfere with speed measuring equipment.
