It was hypothetical. I explained a little bit in one of my posts above. I wrote "I'll give a bit more context for my questions. I was waiting at a red light to turn right. The traffic on the opposite side of the intersection had the green advance arrow. Three or four of the cars turning left turn directly into the right lane instead of the left which, according to section 141(6) of the OHTA, is incorrect. I wait because I don't want to hit one of them and the dude behind me starts to honk." If I did get into a collision in that scenario I would assume they would be at fault for doing an improper left turn given the information above.

No, if they have a green light and you have a red then the fault would be yours. The idiot behind you needs to lay off the horn.

Since you are a Former Ontario Police Officer I will take your answer as the most official. Can you explain in more detail so we can get a thorough and solid answer without needing to go back and forth between legal/illegal? Thanks.

If they have a green light then they can proceed. Basically the have the right to be on that stretch of roadway regardless of lane. If you have a red light then you have the requirement to make sure the road is clear before proceeding.
Former copper or not, my answers bear no more weight than anyone else's and are just opinions with no legal weight.
