“Service Plate Use”

I'll try asking this in General Talk with the hope I can get the help I'm looking for.

We purchased a commercial trailer. It's annual inspection(safety) is expired.

Is it legal to pull said trailer on the road with the use of our Service Plate?

(assuming no major defects, obviously, and NOT hauling a load).

I have read the HTA section on Service Plate use and could not find a clear answer to this question.
