136b And Collision With City Bus. Minimal Damage.

I had a slight collision with a city bus and was charged with 136B. Have now 3 points, but have to take a 3 part driving test, Why

More details required.... 136 (b) is a failure to stop offense.

I read it that you are already convicted and asking why they are making you take a road test, is that your question?
