There is no harm in booking a court date and requesting disclosure and there is no risk of the fine going up unless you actually go through with your trial. If this happened in a major urban area I think you will most likely never hear about it again. They have 6 months from the date of the infraction to serve you with a summons to court, so they are still within the legal time limit.

I would contact the Ontario Motor Vehicle Industry Council. They regulate car sales in Ontario and enforce consumer protection legislation when it involves the sale of cars.

I agree with the others. For a careless driving charge they would have to prove you were driving. Assuming you didn't give this guy your name, they will have no way to do that. Yes, all tickets issued under the Highway Traffic Act appear on your driving record. This ticket is considered minor so you may see a small insurance increase or none at all depending on your insurance company.

Go with option 3 it gives you the most flexibility and keeps all your options open. That way you can negotiate with the prosecutor, or go to trial and try to beat the ticket, or if you change your mind and just want to pay you can do that too right up until your trial actually starts.
