“Private Parking Lot Driving With No License”

Hello, I'm new on here just decided to join if I had any driving issues...

I got a question: I was taking a friend driving in an empty deserted parking lot, she has no license and I was just showing her the basics how to drive. A cop pulls up and checks to see if we were drinking and driving because of the weird braking. Could he have charged her for no license? My understanding is that HTA does not apply in parking lots.

You are correct. Your insurance might take a dim view of an unlicensed person operating your vehicle regardless of the location however.
