Concerning Stunt Driving - Driver From Us
Concerning stunt driving. I read about one driver from California who had his car impounded and license suspended for 7 days. I know the California license was confiscated by the OPP, does the person get his physical license back after the 7 days ? If he doesn't get it back, what happens to the license ? Also does a report get sent to California concerning the suspension or convictions ? I know Ontario has an agreement with Michigan and NY State concerning reporting traffic violations for points.
Lastly, a question on Ontario having reciprocity with some 40 US states, does this concerning traffic convictions being reported or is it just when tickets are not paid ?

The reciprocity with 40+ states is for non-paid tickets. So if the ticket is not paid, then Ontario will report it. As for getting his physical licence back, I'm not sure what the OPP does for out-of-province motorists who get caught stunt driving. Generally they're few and far between. I'd imagine it would be mailed to the person's home address but I can't say for sure.
The driver from California you're referring to was driving in the Gumball rally. Everyone who was involved with it was given a warning about Ontario's traffic laws. He was stopped going about 140 about an hour prior and warned by the officer to slow down. Instead, he went faster, and was caught at 171 km/h, at which point his participation in the Gumball ended.
I still don't agree with the up-front penalties, but it is what it is.

It is more than unpaid fines. All convictions in a province or state with recipricol agreement get added to the Ontario driving history. I have seen it.

All seized licences get sent to the MTO, regardless from what province or state

Since stopped in same day, impoundment should be even higher, obviously shows total lack of respect for fellow motorists on the highways or laws.

Correct - if it is New York or Michigan. However, they're the only two US states to have signed full reciprocity with Ontario. Every Canadian province and territory also has full reciprocity. The 40-odd other states signed an agreement with Ontario similar to the American Non-Resident Violators Compact, which only kicks into effect if the fine is unpaid. (Section 198 (1) of the HTA - failure to pay judgment, think it is covered under O.Reg 607/90).
From MTO's website:
Drivers convicted of a driving related offence in the State of New York, the State of Michigan or any Canadian province or territory, will have home jurisdictional penalties such as demerit points and/or suspensions applied to their Ontario driver record as if the offence occurred in Ontario.
